Procurement Policy for Healthcare Services
NHS Doncaster is keen to ensure that its policy for procuring healthcare services meets the requirements of the Department of Health’s Principles and Rules for Co-operation and Competition. NHS Doncaster needs to balance the need for greater plurality and competition in the providers able to offer services to NHS patients. This may mean encouraging providers from new sectors such as independent providers and social enterprises or formulating existing provider services. The procurement process needs to:

  • Be proportionate
  • Deliver safe, high quality services that meet fitness for purpose and deliver value for money
  • Ensure patient choice
  • Offer plurality and competition where appropriate.

 

Procurement Model
The key stages in determining the procurement model:

  • Is it a new service?
  • Is there a need to test the market?
  • Will the service be considered under Any Willing Provider, a procurement model that PCTs can use to develop a register of providers accredited to deliver a range of specified services within a community setting?

 

Procurement Processes
When NHS Doncaster decides to undertake a formal procurement process there are a number of phases and milestones to be followed. These are dependant on the type of procurement and these can be found in NHS Doncaster's Procurement Strategy.

NHS Doncaster uses an eTendering tool for all healthcare and some non-healthcare procurement schemes.
