Health needs assessment (HNA) is a systematic process by which commissioners understand the health and health needs of the resident population. By also taking into account the differences in illness burden among different patient populations, commissioners can begin to determine variations in disease prevalence as well as resources. HNA has been defined as “the process of measuring the extent and nature of the needs of a particular target population so that services can respond to them” (Hooper 1999). Another definition is by Wright et al (2001) who defines a health needs assessment as “a systematic method of identifying the public health, health / social care needs of a population and making recommendations for changes to meet these needs.”
